Ovcharov Institute of Rhetoric

An analytical and educational center specializing in the study of trends in the development of political and public rhetoric. Operating since May 20, 2009.

Our work focuses on detailed analysis of contemporary speakers, conferences and masterclasses on current rhetoric topics, compilation and analysis of rankings of the best speakers, educational programs, public speaking mastery courses, public speaking training, as well as professional preparation for public presentations.

Since 2017, income from conducting courses and training at the Institute of Rhetoric has also been directed toward book publishing, as well as supporting cinema and contemporary art. Within this framework:

In 2017, a new public speaking textbook Master of Public Speaking by Mykola Ovcharov was published.

In 2018, the first video and media art exhibition, The Interaction, about human transformation into information form was presented in London.

In 2019, the short film Black Hole about "mutual absorption" for shared development was made. The premiere took place in Australia at the International Film Festival "Revelation" in the city of Perth. On September 29 at the independent film festival in Kharkiv, the film received a special jury prize. The film also has Official Selection status at the International Film Festival in Sulaymaniyah (Iraq), International Film Festival in Mexico, International Film Festival of Oregon State (USA), International Film Festival "Near Nazareth Festival" (NNF) in Israel, and Independent Film Festival of Cecil County (USA), where the film was among the 59 best selected works out of over 2,600 applications.

In 2019, the "giving back to the society" program was launched, which provides free educational support to groups in society that have been or are currently experiencing some form of discrimination, in order to increase the level of tolerance between different social groups. Within this program, educational events are implemented jointly with public organizations.

In 2023, the Institute of Rhetoric publishing house released a second significantly expanded edition of Mykola Ovcharov's book Master of Public Speaking. The book was published simultaneously in two versions: monochrome and color. This year also saw the publication of the Communication Analysis Notebook, which promotes emotional intelligence development, Memory Development Notebook, and Vocabulary Expansion Notebook, all by Mykola Ovcharov.

Mykola Ovcharov

Mykola Ovcharov

Founder of the Institute of Rhetoric. Analyst. Philosopher of Rhetoric.

Mykola Ovcharov is a Ukrainian philosopher of rhetoric, Latin translator, educator, and writer. He is a trainer in oratory, public and political leadership. He studied at the Kyiv State Academy of Water Transport and the Kyiv National University of Culture and Arts, where he deepened his knowledge of philosophy and cultural studies.

He has developed a unique concept of ethical rhetoric—an approach to persuasion based on the moral responsibility of the speaker. His methodology combines the ancient tradition of rhetoric (Aristotle, Cicero, Quintilian) with modern achievements in communication psychology, ethical principles of democratic society, and the practical needs of business and politics. He is the author of numerous methodologies for developing oratorical skills and programmes in political rhetoric, business rhetoric, and public presentation mastery.

From 2009 to 2018, he served as a permanent consultant on political rhetoric for party leaders, government members, parliamentary candidates, and representatives of IT companies. He actively works on reviving the ancient rhetorical tradition in Ukraine and engages in Latin translation. In 2025, he completed work on the first annotated translation of Marcus Tullius Cicero's speeches into Ukrainian. He founded Ukraine's first specialised journal Unknown Orator, dedicated to the theory and practice of oratory.

He is the author of the books Master of Public Speaking (2017, 2023), Small Ethics (2024), Evidence-Based Argumentation (2024), How to Raise an Orator (2025), as well as practical educational notebooks for communication analysis, memory development, and vocabulary expansion. As a film director, he created the short film Black Hole (2019), which received recognition at international film festivals in Australia, the USA, Israel, Iraq, and Mexico. Since 2019, he has been implementing the social programme "giving back to the society"—providing free educational support to groups in society that have experienced discrimination, as well as training sessions and masterclasses for children throughout Ukraine, aimed at increasing tolerance between different social groups. His long-term goal is to use rhetoric as an instrument for strengthening democracy and establishing peace in the world.
